New Orleans Congressman Cedric Richmond has written a letter to President Donald Trump requesting the federal government declare an emergency declaration in New Orleans East which was devasted by an EF 3 tornado this week. Richmond says the twister destroyed over 300 homes and damaged over 600 homes and over 40 businesses.
