Homeland Security Secretary Kristi Noem is in New Orleans to make sure the proper security measures are in place for the biggest sporting event of the year. Sean Richardson has more.

The infant was recovered safely in the parking lot of a Walmart and the vehicle was in a Circle K Parking lot.  17-year-old Marcus Madden was arrested at an apartment complex and faces several charges including simple kidnapping.
