DOTD is upgrading 12 hundred traffic signals at intersections in Louisiana to include flashing yellow left-turn arrows. The $11 million project, which started seven years ago, has upgraded traffic signals to four options: red, yellow, flashing yellow arrow, and green. Thirty-three-year-old Ian Howard accepts a plea deal that will spare him the death penalty in the 2017 fatal shooting of Lafayette Police Corporal Michael Middlebrook, who was gunned down in the line of duty. Howard also shot two store employees and another officer. Lafayette DA Don Landry says Howard received a life sentence for Middlebrook but also gets 50 years each for shooting three others…
